My guess would be that flights to Puerto Vallarta can be more affordable than to Cancun from BC (or Alberta), And they might be shorter too, which might be good to the younger types. But I would also guess that every one-inclusive resorts could be more affordable from the Cancun/Playa del Carmen region for the reason that you'll find a lot more sub
